Petroyuan and Saudi Arabia: From the temptation of the US "Military QE" to the creation of a Middle East 3.0

End 2017/early 2018, all major Western Central Banks will be putting a final stop to the 2008 crisis-related unconventional monetary policies, namely the famous quantitative easing policies (QEs) which enabled to provide liquidity to those banks which saw their mutual confidence for borrowing collapse in the aftermath of the subprime crisis. Fiscal QE in rich countries The European Central Bank, the Bank of England and the Bank of Japan are all approaching a slowdown in bond buyback. In Europe, Draghi has repeated it over and over again: the Central Bank cannot do everything and therefore structural reforms of the euro are urgently needed...

Middle-East/Europe: Heading towards a new migration crisis?

The end of the year will be rich in surprises and escalation risks, as we have been saying for the last two months. Currently, all eyes are on the Middle East, the world's powder keg, and on the tensions emerging around Lebanon, involving nothing less than protagonists like the United States, Russia, Israel, Saudi Arabia and Iran. The details of this affair send chills up our spines with the resignation/withdrawal of a prime minister (the pro-Saudi Lebanese Saad Hariri), the Israeli-Saudi rapprochement against Hezbollah, the Houthi missiles (Yemen) fired at Riyadh, the involvement of Iran in the latter event by Saudi Arabia...

Iran's attack scenario 2008-2017: What has changed?

Let's now compare the situation in the Middle East in 2008 and today (back then, we, GEAB, considered very high the risk of an Israeli attack on Iran with US backing). What fundamental changes have occurred? The first very big difference is the role now played by Russia in the region; a Russia connected to Israel, Iran and Saudi Arabia; which made it possible to break the Syrian quagmire; which restarted OPEC... In short, a Russia which has a very solid crisis resolution reputation in the region...

The Great Petroyuan Temptation

Strong pressure from the Chinese to trade their oil in yuan, a gigantic strategic U-turn for the country and the whole region, therefore harming numerous well-established Saudi interests. In recent days, Saudi oil exports to the US have dramatically declined, a collapse likely to disrupt US interests as well it also corresponding to an old dream of freeing the US from Saudi oil dependence. Except that, finally, it is the Saudis who reduced their oil experts more than the US reduced their Saudi imports. But in fact the US is experiencing the first positive consequences of this reduction: their trade balance with Saudi Arabia, which has always been negative, has just moved into the green thanks also to the increase in arms sales to the kingdom! Everyone seems to agree after all and the Saudis can implement their switch to the Asian markets, now much more interesting tan the shale-oil fed US market...

US military bases, in numbers…

Let us carry a little mental exercise... The country can not afford to maintain its 800 military bases abroad, the cost of which goes up to $160 billion a year. If the United States abandoned half of their bases abroad, the amount saved would be around $65 billion a year. On the other hand, in a multipolar world where peace is ensured by the balance of powers, the need for armament is still huge. For example, Japan is remilitarising rapidly. US arms exportations could therefore be considerably strengthened.
If they increase for example by 50%, this would mean around 25 billion additional income, i.e. $90 billion a year in savings or profits. If we take into account the large increase in next year's military budget desired by Trump and voted almost unanimously by the Congress , we reach a "stimulus" of about $150 billion a year...

The internationalisation of the Yuan: Securing China's financial system

China's decision to introduce in 2018 the gold-convertible petro-gazo-Yuan currency is an important step in the process of internationalisation of the Yuan. It confirms the will of Beijing (asserted for a decade already) to impose the Renminbi (official name of the Chinese currency) as new global reference currency. In October 2016 the IMF decided to introduce the Yuan into its own currency basket of the Special Drawing Rights (SDR), after a series of reforms and intense Chinese pressure. This was a very important step in this internationalisation process. The birth of the petroyuan, more than a year later, is another one...

The Euro-Yuan couple as an alternative to the "almighty dollar"


China cannot act alone. The Yuan can only be one element of a monetary world destined to become more multipolar. We shall see whether other monetary powers such as the United Kingdom, Japan and the Eurozone will want to play this game of multipolarity to seize the opportunity of the weakening of confidence in the almighty dollar. Here, politics will play an important role. Confronted with Donald Trump's protectionist temptation and aggressive foreign policy, China has tried to impose itself as the champion of free trade, as seen earlier this year during Xi Jiping's speech in Davos

Listening to the weak signals of trends: our selection

Iran.. Germany, France and Norway have signed a series of contracts with Iran. They are not the only ones in Europe , despite the warnings and the risks which potential North American sanctions pose to European companies contravening the US policy. The amounts of those contracts are significant and they refer to diverse sectors, such as traditional industry, energy (oil, gas...) and high-tech sectors like solar power plants, wáter technologies. Infrastructures, transportation and environment are also concerned. The US / EU decoupling is underway, everybody knows that, starting with the British and President Trump himself...

Investments, trends and recommendations

Oil: Do not get too excited. Admittedly, the crude prices have punctually taken off for $70 a barrel in the context of increasing tensions in the Middle East. But the lull brings prices down immediately. OPEC and allies will decide at their November 30 meeting whether to extend the common desire to curb oil supplies rather than go to war to stabilise rates . We expect a crude oil price correction to less than $60 a barrel. Oil suppliers know that too high prices may bring consumers to alternative energy solutions. If a conflict erupts in the Middle East, the spike is likely to be of short duration, so Venezuela is now in a position to draw...

Petroyuan y Arabia Saoudita : de la tentación del « QE militar » estadounidense al nacimiento del Medio Oriente 3.0

Finales de 2017 - principios de 2018: todos los grandes bancos centrales occidentales abandonan las políticas monetarias no convencionales, las famosas expansiones cuantitativas que han proporcionado liquidez a los bancos en plena crisis de confianza mutua de la poscrisis de los créditos de alto riesgo. QE fiscales en los países ricos: ell Banco Central Europeo, el Banco de Inglaterra (BoE) y el de Japón (BoJ) se aproximan a una ralentización de la adquisición de obligaciones. En Europa, Draghi no ha parado de repetirlo, el banco central no puede hacerlo todo y, por lo tanto, será necesario aplicar reformas estructurales a la moneda única. De ahí que se hable de una “QE fiscal” (que fundamentalmente permitiría financiar las infraestructuras mediante un endurecimiento de las políticas
fiscales a nivel europeo) que estaría al servicio de la economía real y sería el refuerzo lógico del plan Juncker...

Oriente Próximo / Europa: ¿hacia una nueva crisis migratoria?
Como venimos anticipando desde hace dos meses, la etapa final del año 2017 promete numerosos giros y riesgos de escalada diversos. Actualmente, la atención se centra en Oriente Próximo, la bomba de relojería del mundo, y en las tensiones en torno al Líbano, protagonizadas por nada menos que EE.UU., Rusia, Israel, Arabia Saudita e Irán. Los detalles del asunto dan escalofríos, con la dimisión/retirada de un primer ministro (el libanés prosaudí Saad Hariri), la alianza israelita-saudí contra el Hezbolá, los misiles hutíes (Yemen) lanzados en dirección a Riad, poniendo en cuestión a Irán de manera directa… Todo esto unido al hecho de que la crisis catarí aún no se ha resuelto y de que el presidente Trump parece estar en todas partes…

El escenario de ataque a Irán entre 2008 y 2017: ¿qué ha cambiado?


Comparemos la situación de Oriente Próximo en 2008 (en un momento en que estimábamos un altísimo riesgo de ataque a Irán por parte de Israel, bajo tutela estadounidense) y la situación actual. La primera gran diferencia es el papel que desempeña actualmente Rusia en la región. Una Rusia que establece vínculos entre Israel, Irán y Arabia Saudita, que ha hecho posible la superación del estancamiento sirio, que ha reactivado la OPEP… en definitiva, que posee una reputación muy sólida en materia de resolución de crisis en la región. La otra principal diferencia es que han emergido en la región importantes agentes regionales con mayor independencia estratégica e influencia política real. EE.UU.: la tentación de una “QE militar”

La Fed puso fin a su QE hace ya 3 años y, desde entonces, se limita a cuidar de sus inventarios, reinvirtiendo sistemáticamente obligaciones próximas al vencimiento en obligaciones nuevas . No obstante, en el mes de octubre, la Fed comenzó a disminuir el inventario de obligaciones que había adquirido para sostener su economía. Esta disminución, básicamente, se lleva a cabo:
1/ “anulando” los asientos monetarios creados en cuentas bancarias (por la parte de la pura creación monetaria);
2/ encontrar verdaderos clientes para la emisión o renovación de bonos del Tesoro, ya que la Fed ya no desempeña este papel.
Problema: en un mundo ya multipolar y ultracompetitivo, ¿cómo se puede crear un fuerte diferencial positivo de atractivo de la economía estadounidense? ...

En cifras…Hagamos ahora un pequeño ejercicio mental

El país ya no dispone de los medios para mantener las 800 bases militares que posee en el extranjero y que le cuestan unos 160.000 millones de dólares al año. Si EE.UU. abandonara la mitad de sus bases extranjeras, ahorraría alrededor de 65.000 millones al año . Por otra parte, en un mundo multipolar en el que la paz depende del equilibrio de las fuerzas, la necesidad de armas sigue siendo enorme. Así, por ejemplo, Japón está volviendo a militarizarse rápidamente. La exportación estadounidense de armas se vería considerablemente potenciada. Si por ejemplo aumentase un 50%, supondría un aumento de 25.000 millones de ingresos adicionales .
Así, se alcanzarían los 90.000 millones de dólares al año en ahorros y beneficios...

La internacionalización del yuan: consolidación del sistema monetario

La decisión china de introducir a principios de 2018 petro-gas-yuanes convertibles en oro constituye un paso importante en la internacionalización del yuan. Reafirma la determinación de Pequín, expresada hace ya una década, de situar al renminbi (nombre oficial de la moneda china) como moneda de referencia internacional. La decisión tomada por el FMI en octubre de 2016 de introducir el yuan en la cesta de monedas de su propia divisa, que son los derechos especiales de giro (DEG), tras varias reformas y una intensa presión por parte China, fue un paso esencial en esta internacionalización. A la escucha de señales débiles de tendencias: nuestra selección

- Irán… Alemania, Francia y Noruega han firmado una serie de contratos con Irán y no son los únicos en Europa . Y esto, a pesar de las advertencias y los riesgos de eventuales sanciones estadounidenses sobre las empresas europeas contrarias a la política estadounidense. El valor de estos contratos es considerable y conciernen a los sectores más diversos (industriales tradicionales, energéticos: petróleo, gas…) y punteros (centrales solares, hidroeléctricas, infraestructura, transporte, medioambiente…). Todos sabemos que la desvinculación EE.UU. / UE ya está en marcha, empezando por los británicos y el mismo presidente Trump…

Inversiones, tendencias y recomendaciones

Petróleo: no nos apresuremos : es cierto que la cotización del petróleo ha despegado puntualmente en dirección a los 70$ el barril, en un contexto de escalada de las tensiones en Oriente Próximo. Pero la calma hace que los precios vuelvan a bajar inmediatamente. La OPEP+ se reúne el próximo 30 de noviembre y debería dar fe de su determinación común a continuar reduciendo la producción, más que a desatar una guerra para estabilizar (y no disparar) los precios . Anticipamos que el precio del petróleo va a volver a descender ligeramente por debajo de los 60$ el barril. Los productores saben que unos precios demasiado elevados acelerarían la estampida de consumidores hacia soluciones energéticas alternativas. Si estallase un conflicto en Oriente Próximo, probablemente el aumento de los precios no duraría mucho. Venezuela ya está en posición de ataque...
