The Ukrainian Crisis: a dramatic blow given to the
Euro-BRICS rapprochement as well as to the emergence of a multipolar world
The Ukraine crisis is not an accident of history, it is the
result of an intention: that of forcing Ukraine to choose sides between Europe
and Russia. The European External Action Service of the European Commission led
by Ms. Ashton and Mr. O’Sullivan refused the tripartite negotiation proposed by
Russia in November 2013 between the economic partnerships under development
among Ukraine and Russia on the one hand, and Ukraine and the EU on the other
hand.
Political risk? Watch out for these countries
All five of the emerging market BRICS countries face
increased political risk in 2014, according to a new report, which also warned
that the recent unrest in Ukraine had wide-ranging repercussions. In its annual
Political Risk Map, Aon Risk Solutions warned of a greater likelihood of risk
in the BRICS countries.

President Vladimir Putin on Thursday sent a letter to EU

spokesman said.

Propuesta de un Pacto de Estado contra la Violencia de Género #machismomata:

En nombre del Grupo Parlamentario Socialista tenemos el honor de dirigirnos a esa mesa para, al amparo de lo establecido en el artículo 193 y siguientes del vigente Reglamento del Congreso de los Diputados, presentar la siguiente PROPOSICIÓN NO DE LEY SOBRE PACTO DE ESTADO CONTRA LA VIOLENCIA DE GÉNERO para su debate en el Pleno.

EXPOSICIÓN DE MOTIVOS
En nuestro país, en los últimos diez años, ha muerto una mujer cada cinco días a manos de su pareja o ex pareja. En los tres primeros meses de 2014, veintitrés mujeres han muerto por esta causa.
Esta violencia criminal, que no cesa, llevó a la aprobación de la Ley Orgánica 1/2004, de 28 de diciembre, de Medidas de Protección Integral contra la Violencia de Género.
Entre los méritos fundamentales de esta Ley Integral cabe destacar, aparte de la consideración de esta violencia como una violencia de género estructural y el carácter integral con el que se aborda su prevención, sanción y máxima asistencia a sus víctimas, la intensa labor que desplegó la sociedad civil y, en especial, las organizaciones de mujeres en su impulso, que se materializó en un esfuerzo de consenso plasmado en la aprobación de la Ley Integral por unanimidad del Parlamento.
El objeto de esta propuesta es volver a renovar ese gran Pacto de Estado contra la violencia de género, tal y como se hizo en el 2004.
Y ello, ante la consciencia de que la violencia contra las mujeres, tal y como pone de manifiesto la Exposición de Motivos de la Ley Integral, "es un obstáculo para lograr los objetivos de igualdad, desarrollo y paz y viola y menoscaba el disfrute de los derechos humanos y de la libertades fundamentales". Roto el tabú de que nos encontramos ante un problema que no afecta al ámbito privado sino de plena responsabilidad de los poderes públicos por los valores y derechos que vulnera, y que gozan de la máxima protección constitucional: la dignidad, la libertad, la igualdad, la vida, la seguridad y la no discriminación. Y ante la dramática evidencia de que no se puede bajar la guardia
en un combate que exige la continua adopción de medidas, por supuesto en la asistencia y recuperación de las mujeres que padecen esta violencia y en la mejor persecución y punición de este delito, pero fundamentalmente en el ámbito preventivo, desde la educación hasta la constante sensibilización, entre otros, a través de los medios de comunicación social, sin olvidar la especialización de todos los profesionales que intervienen en la actuación frente a este fenómeno violento.
No cabe apelar a la crisis económica y financiera por la que atravesamos para efectuar recortes presupuestarios que afectan directamente a la protección de los derechos fundamentales de las mujeres e inciden en sus derechos básicos de ciudadanía.
La seguridad de las mujeres, el mantenimiento de una red de servicios y de centros de ayuda en todo el país a las víctimas de este delito, la educación en la igualdad entre hombres y mujeres y en el respeto de los derechos y libertades fundamentales desde la infancia, los avances en la legislación punitiva para la persecución y sanción de estas agresiones, no pueden quedar supeditadas a un supuesto principio de cumplimiento de objetivos de déficit.
Hay que continuar enviando un claro mensaje a la sociedad, a la ciudadanía, de batalla imparable hasta la erradicación de un fenómeno violento que pone de manifiesto situaciones de desigualdad intolerables en una sociedad en libertad; mensajes que también se dirigen a las mujeres víctimas de este delito para que no se sientan solas y rompan el silencio. Pues no es casual que el número de denuncias por violencia de género se venga reduciendo año tras año desde 2008, produciéndose en 2013 un 2,8% menos de denuncias que en el año anterior, diez menos cada día que en 2012 (según balance de 2013 del Observatorio de la Violencia Doméstica y de Género adscrito al Consejo General del Poder Judicial). No es casual, pues, que el porcentaje de mujeres asesinadas por esta violencia machista que no presentó denuncia se haya incrementado desde 2010, pasando de un 70% en ese año a un 80% en 2013. No es casual que las llamadas al 016, teléfono de información y asesoramiento frente a esta violencia, hayan descendido tomando en consideración el año 2008, primer año pleno de funcionamiento de este servicio, y 2013 en un 28,6%.
No es casual que en lo que llevamos de año, más del 30% de las mujeres asesinadas que presentaron denuncia posteriormente la hubieran retirado.
Todas estos motivos exigen nuevamente que los partidos políticos, los grupos parlamentarios, de la mano de la Administración del Estado, Autonómica y Local, del Consejo General del Poder Judicial, de la Fiscalía General del Estado, de los interlocutores sociales, de las organizaciones de mujeres, y toda la sociedad, nos unamos nuevamente para avanzar en la corrección de un fenómeno violento que nos interpela como país democrático al amenazar los pilares fundamentales de nuestra convivencia.
Este Pacto de Estado debería contar con un reflejo institucional en el Congreso de los Diputados, para analizar y supervisar las medidas adoptadas, así como la evaluación periódica de las mismas, con el fin de calibrar la evolución y corrección de este fenómeno violento e impulsar nuevas políticas públicas.
Por todo ello, el Grupo Parlamentario Socialista presenta la siguiente
PROPOSICIÓN NO DE LEY
"El Congreso de los Diputados insta al Gobierno a impulsar un Pacto de Estado contra la violencia de género en el que participen la Administración General del Estado, las Administraciones Autonómicas y Locales, la Fiscalía General del Estado, el Consejo General del Poder Judicial, los partidos políticos, los interlocutores sociales y las organizaciones de mujeres y otras organizaciones sociales especializadas, con el fin de promover la aplicación efectiva de la Ley Orgánica 1/2004, de 28 de diciembre, de Medidas de Protección Integral contra la Violencia de Género.
Para ello, y entre otras medidas, el Gobierno deberá reponer y dotar suficientemente las partidas presupuestarias dotadas para este fin, especialmente los recursos destinados a la prevención y a la asistencia social de las víctimas de violencia de género, dependientes tanto de las Comunidades Autónomas como los servicios de proximidad de los Ayuntamientos.
Asimismo, deberá adoptar en la legislación punitiva las medidas normativas que permitan enviar un mensaje claro a los agresores sobre su persecución y sanción."
